LEARNING OUTCOMES OF THE COURSE UNIT At the end of this course, the students;
1) Know the reasons for the existence of local governments; types, organs, authorities and responbilities, legal bases, and functions of local governments;
2) Improve their career opportunities by developing their knowledge on themes that are subjects of public personnel examinations and internship selections at municipalities and public institutions.
3) Grasp the principles, bases and fundamentals that shape the relationship between central government and local governments;
4) Understand the internal and external political factors and the fundamental logic that shape the formation and operation processes of local governments in Turkey;
5) Analyze the local government organizations and operations in various countries with a comparative perspective;
6) Learn about the common grounds between European and Turkish local governments and gain ability to analyse similarities and differences between them by explaining the reasons of these differences.

COURSE DEFINITIONThis course is designed for students of Political Science and International Relations to explain and analyse the meaning of local governments, their types and their significant roles and impacts on democratic governance with a special emphasis on the Turkish case. To that aim, the course is divided into six parts. The first part deals with the fundamental principles, concepts and legal sources through which the conceptual and theoretical bases of local governments are established. The second part covers the historical processes and procedures that have paved the way to the emergence of local governments in Turkey's administrative system. The types, organs, duties, powers and responsibilities of local governments in Turkey will be covered in the third part. The next part deals with the relationships between central and local administrations, including problems and confrontations occur between them and the impact of these problems on the restructuring of Turkey's administrative system in general. The fifth part explains the central role of Turkey?s EU candidacy on the reformation and structuration of local governments. Special emphasis is given to the role of EU harmonisation on the restructuring of auditing, fiscal structure, duties and responsibilities of local governments in the country. The final part conducts a comparative analysis of Turkey's local administrations with local governmental structuring of European countries.
