LEARNING OUTCOMES OF THE COURSE UNIT At the end of this course, the students;
1) know the beginning of Turkish-American relations in the Ottoman era and understand Turkish-American relations during the inter-war period, the minority uprisings in the Ottoman Empire and the missionary operations of the USA.
2) understand the policies followed by the parties during the Second World War.
3) understand the political conditions that prepared the Turkish-Usa Alliance during the Cold War.
4) acquire knowledge about the main events that shaped the Turkish-American relations during the Cold War.
5) understand the dynamics of the post-Cold War era through bilareral relations between Turkey and the USA.
6) acquire the abilities to research and write about the topic.

COURSE DEFINITIONThe scope of this course involves a survey of Turkish-American relations during the Ottoman Empire, the Republican period, the Cold War and its aftermath including theoretical, historical and fundamental issues. The purpose of this course is to develop a better understanding of key issues shaping Turkish-American relations. Another goal is to analyze how the United States' relations with Turkey developed with reference to U.S. foreign policy's general perspective and Turkish foreign policy's changing priorities, within the broader diplomatic history and set of international relations.
COURSE CONTENTS
WEEKTOPICS
1st Week The United States in Ottoman Foreign Policy: First diplomatic encounters (1799-1828); Diplomatic and consular organization in bilateral relations; U.S. mission in Istanbul; U.S. consulates and Ottoman Special Envoys to the U.S.
2nd Week Post-Civil War U.S. Foreign Policy: U.S. support for nationalist revolts in the Ottoman Empire; U.S. missionary activities and their influence on bilateral relations.
3rd Week Enhanced U.S. reputation in the Ottoman Empire and Recovering Relations; the Second Constitutional Period and the U.S.
4th Week Interwar period: Turkish-American relations during the National Struggle; U.S. envoys to Turkey during the War of Independence; the Wilson Principles and their influence on Turkey; the Question of Mandate; Admiral Bristol's effect on rekindled relations; the Conference of Lausanne and U.S. position; post-1931 resumption of diplomatic relations; appointment of Joseph C. Grew, U.S. Ambassador, and Ahmet Muhtar Bey, Turkish Ambassador.
5th Week U.S. policy of isolation during World War II and Turkey's attempts at neutrality.
6th Week Rapprochement in Turkey-U.S. Relations and the period of one-sided foreign policy (1945-1960); Truman Doctrine and Marshall Aid; NATO membership.
7th Week Troubled Times, Relations under Scrutiny, and the period of multi-faceted foreign policy (1960-80): The U-2 Spy Aircraft Crisis, the Cuban Missile Crisis, the Johnson Letter, the Opium Crisis, the Cyprus Question and the Arms Embargo.
8th Week Softening and Rapprochement in Turkey-U.S. Relations (1980-90).
9th Week Post-Cold War International System, Post-Cold War Turkey-U.S. Relations, the Gulf War's Effects on Bilateral Relations.
10th Week The post-9/11 setting, the Afghanistan War and Turkish-American Relations under ISAF.
11th Week The Iraq War and Turkish-American Relations in its Aftermath (The Parliamentary Mandate Crisis).
12th Week A New Cooperation Model in Turkish-American Relations: the Greater Middle East Project.
13th Week The Quest for Model Partnership (instead of Strategic Partnership) in Turkish-American Relations: President Obama's Turkey Visit, the Flotilla Attack, the U.S. Missile Shield Project.
14th Week Turkish-American Relations after the Arab Spring.
